EKPC Grants Program guideline
1. Introduction
Through this Call, EKPC invites proposals from EECA countries (Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, Uzbekistan) and SEE countries (Bosnia and Herzegovina, Albania, Montenegro, North Macedonia, Serbia) based civil society organizations scaling up access to gender oriented, sensitive and/or transformative HIV prevention, treatment, care and support and assuring that resources are mobilized and utilized appropriately to respond gender gap in HIV epidemic for TRANS*GENDER (TG) and SEX WORKERS (SW) communities.
The goal of this year’s EKPC Grants Program is to contribute to improved health, inclusion and social wellbeing for TG and SW in EECA and SEE. The regional networks and national organizations, which meet the definitions and criteria set by this Call are invited to apply for a grant for up to 4 months duration. The deadline for submission of proposals is May 7, 2024, at 12:00 (noon) CET.
2. Specific Background
EKPC’s “Gender & HIV” Grants Program is developed and launched in response to the pressing need to address the persistent gender inequalities and human rights violations that put TG and SW at a greater risk of, and more vulnerable to HIV. EKPC seeks and will fund innovative and client-centric ideas focusing on actions in Gender and HIV with the following objectives:
· Decentralization of HIV testing services through the removal of normative, legal and technical barriers for Trans*people and Sex workers in EECA and Balkan countries;
· Decentralization of HIV treatment services through the removal of normative, legal and technical barriers for Trans*people and Sex workers in EECA and Balkan countries;
· Identification and systematic addressing of gender barriers to accessing HIV service for Trans*people and Sex workers in EECA and Balkan countries;
EKPC will provide technical support, coaching and capacity building, i.e., adaptation and conduction of Eurasian Gender Academy model, developing gender inclusive institutional documents, i.e. Strategic Plan, Gender Policy, Gender Budgeting etc.
3. Eligibility
Each application received by this Call deadline will be screened by EKPC Secretariat to ensure that it meets the defined eligibility criteria:
Applications that do not meet these criteria will not be considered eligible for further review by the EKPC Grant Selection Criteria and will NOT be sent a notification of this. With the aim to increase coverage with quality HIV interventions, EKPC will pay a special attention for policies and procedures on Corruption, Fraud and Mismanagement (CFM) and whistleblowing as well as Diversity Integrity in project and within applicant organizations.

Евразийская коалиция ключевого населения (EKPC) объявляет об открытии конкурса грантов «ГЕНДЕР и ВИЧ» на 2021 год в рамках программы #SoS_project.
СРОК ПОДАЧИ ЗАЯВОК: 31 мая 2021 г.
БЮДЖЕТ: 4000 USD (ВАЖНО: Кроме 4000 долларов США, победители будут награждены до 15000 долларов США сверх финансирования для проведения мероприятий по теме «ГЕНДЕР и COVID 19»).
Руководство по участию в грантовой программе EKPC
1. Вступление
В рамках конкурса 2021 года EKPC принимает заявки от организаций гражданского общества стран Восточной Европы и Центральной Азии - ВЕЦА (Армения, Беларусь, Грузия, Казахстан, Кыргызстан, Молдова, Россия, Таджикистан, Украина и Узбекистан) и стран Юго-Восточной Европы - ЮВЕ (Босния и Герцеговина, Македония, Черногория, Румыния и Сербия) по вопросам расширения доступа к гендерно-ориентированным, гендерно-чувствительным и/или гендерно-трансформирующим услугам по профилактике, лечению, уходу и поддержке при ВИЧ-инфекции, а также по мобилизации и надлежащему распределению ресурсов для устранения гендерного разрыва в эпидемии ВИЧ-инфекции.
Цель программы грантов EKPC в этом году - способствовать улучшению здоровья, вовлеченности и социальному благополучию ТГ людей в странах ВЕЦА и ЮВЕ. Для достижения этой цели EKPC предоставляет финансирование для укрепления организационного и адвокационного потенциала организаций гражданского общества и их партнеров. Региональные сети и организации в странах, которые соответствуют критериям, установленным настоящим Руководством, приглашаются подать заявку на грант сроком до 5 месяцев. Крайний срок подачи заявок - 31 мая 2021 года, 12:00 (полдень) по центральноевропейскому времени.
2. Обзор ситуации
В регионах ВЕЦА и ЮВЕ стигма и дискриминация, связанные с ВИЧ, являются серьезным барьером в доступе ключевых групп населения, особенно ТГ и ТГ людей, живущих с ВИЧ (ТГ ЛЖВ), к профилактике, лечению и поддержке. Из-за этих явлений и страха перед ними ТГ неохотно идут на тестирование, отслеживают результаты и проходят медицинские обследования, даже если такие возможности у них имеются. Многие ТГ также сталкиваются с гендерным насилием, что лишает их доступа к услугам по профилактике, лечению и уходу. Таким образом гендерные различия и неравенство напрямую влияют на здоровье ТГ и доступность к ключевым услугам. Можно выделить следующие наиболее значимые барьеры в области прав человека и гендера в контексте услуг по ВИЧ-инфекции в регионе:
В сочетании с ухудшением экономической ситуации в регионе и другими социальными детерминантами, барьеры в области прав человека и гендерного неравенства продолжают расти и снижать эффективность усилий по достижению целей в рамках стратегии ЮНЭЙДС по ускоренному прекращению эпидемии на национальном и региональном уровнях.
3. Конкурсные требования
Открытый конкурс заявок на участие в Программе грантов EKPC подготовлен и реализуется с целью решения насущных проблем гендерного неравенства и нарушений прав человека, из-за которых ТГ подвергаются большим рискам и уязвимости в контексте ВИЧ-инфекции. EKPC заинтересовано в поиске и последующем финансировании инновационных и клиент-ориентированных идей в области гендера и ВИЧ, которые позволили бы достичь следующих результатов:

EKPC сможет оказать техническую помощь в проведении некоторых тренингов, например, в адаптации и использовании модели Евразийской гендерной академии, разработке внутренней документации организаций с учетом гендерных аспектов, в частности, Стратегического плана, Гендерной политики и др.
4. Критерии участия в грантах
EKPC проведет проверку заявок, полученных до установленного для этого конкурса крайнего срока подачи, на соответствие определенным критериям, в частности:
Заявки, не соответствующие указанным критериям, не будут приниматься для дальнейшей оценки, и соответствующие уведомления заявителям отправляться НЕ будут. С целью увеличения охвата качественными услугами и мероприятиями по ВИЧ-инфекции, EKPC будет уделять особое внимание политикам и процедурам по борьбе с коррупцией, мошенничеством и злоупотреблениями (CFM), информированию о нарушениях, а также интеграции гендерного разнообразия в организациях-заявителях.
5. Срок и процедура подачи заявок
Заинтересованные организации должны отправить следующие два документа

2. General Background
In the EECA and SEE regions HIV-related stigma and discrimination constitute a major barrier for key populations, especially TG and people living with HIV to access HIV prevention, treatment and support. Because of stigma and discrimination, or fear of it, TG are reluctant to test and follow up on the results of testing/survey/medical examinations, even if they have access to services. Many TG also experience gender-based violence, which debars them from the system of prevention, treatment and care services. Meanwhile gender-based differences and inequalities influence the health of TG by decreasing their access to services. Most important human rights and gender barriers to accessing HIV services in the region are defined as follows:
In combination with the worsening economic situations in the region and other social determinants human rights and gender inequalities barriers, continue to reinforce, and diminish further efforts in reaching the Fast-Track targets on the national and regional level.
