1. Introduction

Through this Call, EKPC invites proposals from EECA countries (Armenia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, Uzbekistan) and SEE countries (Bosnia and Herzegovina, Albania, Montenegro, North Macedonia, Serbia) based civil society organizations scaling up access to gender oriented, sensitive and/or transformative HIV prevention, treatment, care and support and assuring that resources are mobilized and utilized appropriately to respond gender gap in HIV epidemic for TRANS*GENDER (TG) and SEX WORKERS (SW) communities.

The goal of this year’s EKPC Grants Program is to contribute to improved health, inclusion and social wellbeing for TG and SW in EECA and SEE. The regional networks and national organizations, which meet the definitions and criteria set by this Call are invited to apply for a grant for up to 4 months duration. The deadline for submission of proposals is May 7, 2024, at 12:00 (noon) CET.

2. Specific Background

EKPC’s “Gender & HIV” Grants Program is developed and launched in response to the pressing need to address the persistent gender inequalities and human rights violations that put TG and SW at a greater risk of, and more vulnerable to HIV. EKPC seeks and will fund innovative and client-centric ideas focusing on actions in Gender and HIV with the following objectives:

·         Decentralization of HIV testing services through the removal of normative, legal and technical barriers for Trans*people and Sex workers in EECA and Balkan countries;

·         Decentralization of HIV treatment services through the removal of normative, legal and technical barriers for Trans*people and Sex workers in EECA and Balkan countries;

·         Identification and systematic addressing of gender barriers to accessing HIV service for Trans*people and Sex workers in EECA and Balkan countries;

EKPC will provide technical support, coaching and capacity building, i.e., adaptation and conduction of Eurasian Gender Academy model, developing gender inclusive institutional documents, i.e. Strategic Plan, Gender Policy, Gender Budgeting etc.

3. Eligibility

Each application received by this Call deadline will be screened by EKPC Secretariat to ensure that it meets the defined eligibility criteria:

• EKPC issued this call for proposals for international, regional, national and local officially registered civil society organizations in Albania, Armenia, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Montenegro, North Macedonia, Serbia, Tajikistan, Ukraine and Uzbekistan.
• The minimum required budget should be 2000,-USD with the maximum being 4000,-USD.
• One organization can submit ONLY ONE proposal as the main applicant but can be partner in several projects.
• The project maximum duration can be 4 months or less starting in the 01 July 2024 and lasting until the 30 October 2024.
• Calibri 11 font size needs to be used with maximum page number for entire application being 15 pages.
• Applications need to be submitted in English.
• Attachments other than the documents required will NOT be taken into consideration.

Applications that do not meet these criteria will not be considered eligible for further review by the EKPC Grant Selection Criteria and will NOT be sent a notification of this. With the aim to increase coverage with quality HIV interventions, EKPC will pay a special attention for policies and procedures on Corruption, Fraud and Mismanagement (CFM) and whistleblowing as well as Diversity Integrity in project and within applicant organizations.

Руководство по участию в грантовой программе EKPC

1. Вступление

В рамках конкурса 2021 года EKPC принимает заявки от организаций гражданского общества стран Восточной Европы и Центральной Азии - ВЕЦА (Армения, Беларусь, Грузия, Казахстан, Кыргызстан, Молдова, Россия, Таджикистан, Украина и Узбекистан) и стран Юго-Восточной Европы - ЮВЕ (Босния и Герцеговина, Македония, Черногория, Румыния и Сербия) по вопросам расширения доступа к гендерно-ориентированным, гендерно-чувствительным и/или гендерно-трансформирующим услугам по профилактике, лечению, уходу и поддержке при ВИЧ-инфекции, а также по мобилизации и надлежащему распределению ресурсов для устранения гендерного разрыва в эпидемии ВИЧ-инфекции.

Цель программы грантов EKPC в этом году - способствовать улучшению здоровья, вовлеченности и социальному благополучию ТГ людей в странах ВЕЦА и ЮВЕ. Для достижения этой цели EKPC предоставляет финансирование для укрепления организационного и адвокационного потенциала организаций гражданского общества и их партнеров. Региональные сети и организации в странах, которые соответствуют критериям, установленным настоящим Руководством, приглашаются подать заявку на грант сроком до 5 месяцев. Крайний срок подачи заявок - 31 мая 2021 года, 12:00 (полдень) по центральноевропейскому времени.

2. Обзор ситуации

В регионах ВЕЦА и ЮВЕ стигма и дискриминация, связанные с ВИЧ, являются серьезным барьером в доступе ключевых групп населения, особенно ТГ и ТГ людей, живущих с ВИЧ (ТГ ЛЖВ), к профилактике, лечению и поддержке. Из-за этих явлений и страха перед ними ТГ неохотно идут на тестирование, отслеживают результаты и проходят медицинские обследования, даже если такие возможности у них имеются. Многие ТГ также сталкиваются с гендерным насилием, что лишает их доступа к услугам по профилактике, лечению и уходу. Таким образом гендерные различия и неравенство напрямую влияют на здоровье ТГ и доступность к ключевым услугам. Можно выделить следующие наиболее значимые барьеры в области прав человека и гендера в контексте услуг по ВИЧ-инфекции в регионе:

• Криминализация и чрезмерная правоприменительная практика в отношении ключевых групп (особенно ЛУН, СР и ТГ);
• Нормативное регулирование, ограничивающее доступность услуг по профилактике ВИЧ для трансгендеров на уровне сообществ (включая экспресс-тестирование на ВИЧ, тестирование в рамках аутрич-работы) или стигматизирующее людей с недавно выявленным ВИЧ-статусом (например, обязательное уведомление партнера);
• Отказ в праве на медицинское обслуживание, трудоустройство и жилье для ТГ и особенно ТГ ЛЖВ на основании их статуса по ВИЧ-инфекции и гендерной идентичности;
• Устойчивые мифы и недостаточный уровень знаний среди медицинского персонала о передаче ВИЧ-инфекции, пациент-центрированных подходах к профилактике и лечению ВИЧ;
• Гендерно слепой подход в организации услуг, гендерные стереотипы, а также культурные и религиозные нормы, устоявшиеся традиции, влияющие на общественное мнение в отношении ТГ ЛЖВ и ТГ;
• Внутренняя стигма среди ТГ ЛЖВ и ТГ, также усиленная опасениями по поводу того, как их воспринимают в своих сообществах и в обществе в целом;
• Игнорирование или только частичное удовлетворение специфических потребностей ТГ, как правило в рамках программ для мужчин, имеющих секс с мужчинами (МСМ), без учета гендерной проблематики, вследствие чего ТГ сообщество сталкивается с серьезными препятствиями в области прав человека и права на здоровье;
• Серьезные нормативные барьеры для мигрантов из числа ТГ людей и ограничения на передвижение в связи с ВИЧ-статусом.

В сочетании с ухудшением экономической ситуации в регионе и другими социальными детерминантами, барьеры в области прав человека и гендерного неравенства продолжают расти и снижать эффективность усилий по достижению целей в рамках стратегии ЮНЭЙДС по ускоренному прекращению эпидемии на национальном и региональном уровнях.

3. Конкурсные требования

Открытый конкурс заявок на участие в Программе грантов EKPC подготовлен и реализуется с целью решения насущных проблем гендерного неравенства и нарушений прав человека, из-за которых ТГ подвергаются большим рискам и уязвимости в контексте ВИЧ-инфекции. EKPC заинтересовано в поиске и последующем финансировании инновационных и клиент-ориентированных идей в области гендера и ВИЧ, которые позволили бы достичь следующих результатов:

• внесение значимого вклада в реализацию видения, миссии и стратегических приоритетов EKPC;
• усиление организационного потенциала сообществ ТГ и гражданского общества в целом по вопросам гендера и ВИЧ;
• усиление и повышение устойчивости адвокационного потенциала ТГ сообществ по вопросам гендера и ВИЧ;
• повышение влияния сообщества ТГ на изменения в вопросах гендера и ВИЧ;
• более благоприятные социально-политические и правовые условия для сообщества ТГ, отвечающие принципам гендерного равенства;
• более доступные и качественные услуги и программы в связи с ВИЧ с учетом гендера для сообщества ТГ;
• предоставление и надлежащее использование ресурсов для создания лучших условий для реализации гендерного подхода в сфере ответа на ВИЧ;
• выраженная и четкая демонстрация стремления к развитию организационного потенциала ТГ сообществ по вопросам гендера;
• развитие горизонтальных связей между сообществами ТГ людей для обмена информацией, совместной выработки стратегий и укрепления солидарности в вопросах гендера и ВИЧ.

Вот несколько примеров успешных проектов, на которые можно получить финансирование (но не ограничиваясь ими):

• организация Национальных гендерных академий с адаптацией учебного плана и подходов Евразийской гендерной академии (более подробную информацию о Евразийской гендерной академии можно найти на нашем сайте);
• разработка и проведение мероприятий по вопросам гендера и ВИЧ в контексте достижения Целей устойчивого развития,
• подготовка и проведение основанных на доказательных данных гендерных оценок, анализа и исследований с участием сообществ, национальных и международных групп, экспертов и консультантов;
• разработка и реализация общественных кампаний, мероприятий со СМИ, церемоний награждения, социальной мобилизации, адвокационных мероприятий по вопросам гендера и ВИЧ,
• организация и проведение тренингов, семинаров, конференций, летних лагерей и других образовательных мероприятий, а также подготовка и публикация информационно-образовательных материалов по вопросам гендера и ВИЧ;
• разработка силами ТГ сообществ Стратегического, Адвокационного и Финансового планов организации для продвижения гендерного подхода;
• ревизия и адаптация национальных и местных стратегий, политики, бюджетов, обучающих программ в сфере ВИЧ и здоровья с учетом проблематики гендерного равенства;
• разработка механизмов, инструментов, политики, компетенций и потенциала по оказанию гендерно-ориентированных, гендерно-чувствительных и гендерно-трансформирующих услуг;
• организация мероприятий в области культуры и искусства, фестивалей, выставок; создание фильмов и видео, направленных на продвижение гендерного равенства в сфере общественного здоровья и ВИЧ, и др.

EKPC сможет оказать техническую помощь в проведении некоторых тренингов, например, в адаптации и использовании модели Евразийской гендерной академии, разработке внутренней документации организаций с учетом гендерных аспектов, в частности, Стратегического плана, Гендерной политики и др.

4. Критерии участия в грантах

EKPC проведет проверку заявок, полученных до установленного для этого конкурса крайнего срока подачи, на соответствие определенным критериям, в частности:

• данный конкурс открыт для международных, региональных, национальных и местных организаций гражданского общества, зарегистрированных в Армении, Беларуси, Боснии и Герцеговине, Грузии, Казахстане, Кыргызстане, Македонии, Молдове, России, Румынии, Сербии, Таджикистане, Узбекистане, Украине и Черногории.
• минимальная запрашиваемая сумма должна составлять 2 000 долларов США, максимальная – 4 000 долларов США. ВАЖНО: Кроме 4000 долларов США, победители будут награждены до 15000 долларов США сверх финансирования для проведения мероприятий по теме «ГЕНДЕР и COVID19». Отдельный бюджет будет запрашиваться ТОЛЬКО у финалистов. 
• одна организация может подать ТОЛЬКО одно предложение в качестве основного заявителя, но может быть партнером в нескольких проектах.
• максимальная продолжительность проекта должна составлять 5 месяцев или меньше в рамках периода с 1 июля 2021 года до 30 ноября 2021 года.
• количество страниц для полной заявки не должно превышать 20 страниц с использованием шрифта Calibri, размер 11.
• заявки принимаются на английском или русском языках.
• иные приложения к заявке, кроме требуемых, НЕ будут приниматься во внимание.

Заявки, не соответствующие указанным критериям, не будут приниматься для дальнейшей оценки, и соответствующие уведомления заявителям отправляться НЕ будут. С целью увеличения охвата качественными услугами и мероприятиями по ВИЧ-инфекции, EKPC будет уделять особое внимание политикам и процедурам по борьбе с коррупцией, мошенничеством и злоупотреблениями (CFM), информированию о нарушениях, а также интеграции гендерного разнообразия ​​в организациях-заявителях.

5. Срок и процедура подачи заявок

Заинтересованные организации должны отправить следующие два документа

Through this RfP2021, EKPC invites proposals from EECA countries (Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan) and SEE countries (Bosnia and Herzegovina, Macedonia, Montenegro, Romania and Serbia), countries based civil society organizations scaling up access to gender oriented, sensitive and/or transformative HIV prevention, treatment, care and support and assuring that resources are mobilized and utilized appropriately to respond gender gap in HIV epidemic.

The goal of this year’s EKPC Grants Program is to contribute to improved health, inclusion and social wellbeing for TG in EECA and SEE. To reach this goal, EKPC provides funding to strengthen the institutional and advocacy capacity of civil society and their alias. The regional networks and national organizations, which meet the definitions and criteria set by this RfP2021 are invited to apply for a grant for up to 5 months duration. The deadline for submission of proposals is May 31, 2021 at 12:00 (noon) CET.

2. General Background

In the EECA and SEE regions HIV-related stigma and discrimination constitute a major barrier for key populations, especially TG and people living with HIV to access HIV prevention, treatment and support. Because of stigma and discrimination, or fear of it, TG are reluctant to test and follow up on the results of testing/survey/medical examinations, even if they have access to services. Many TG also experience gender-based violence, which debars them from the system of prevention, treatment and care services. Meanwhile gender-based differences and inequalities influence the health of TG by decreasing their access to services. Most important human rights and gender barriers to accessing HIV services in the region are defined as follows:

• Criminalization and excessive law enforcement practices targeting KPs (especially PWID, FSW and TG).
• The existence of regulations that limit the availability of community-based HIV prevention services for TG (including rapid HIV testing, testing on outreach) or stigmatizing persons with newly identified HIV status (e.g. obligatory partner notification).
• Denial of health care, employment and accommodation rights for PLHIV and TG based on their status and identification.
• Persistent myths and insufficient level of knowledge about HIV transmission, patient-centered approaches to prevention and treatment of HIV among medical staff.
• Gender blind approaches in services, gender stereotyping, as well as cultural and religious norms, established traditions influencing public opinion in relation to PLHIV and TG.
• Internalized stigma among PLHIV and TG, also enhanced by the fears about how they are perceived in their communities and in the society at large.
• TG needs are neglected or in most cases are covered under MSM programs without gender focus and sensitization on TG specific needs, the community faces severe human rights barriers to accessing services.
• Significant regulatory barriers for TG migrants and travel restrictions based on HIV status.

In combination with the worsening economic situations in the region and other social determinants human rights and gender inequalities barriers, continue to reinforce, and diminish further efforts in reaching the Fast-Track targets on the national and regional level.

EKPC seeks and will fund innovative and client-centric ideas focusing on actions in Gender and HIV and that would achieve the following results:

• Strongly contribute to the EKPC ’s vision, mission, and strategic priorities,
• Institutionally stronger TG community and civil society in terms of Gender and HIV,
• Improved and sustainable Gender and HIV advocacy capacity for TG community,
• Increased TG community influence to make changes with regards Gender and HIV issues,
• More enabling and gender equality affirming social, policy and legal environment for TG community,
• More accessible, gender based, quality HIV services and programs for TG community,
• Resources made available and spent properly to create better conditions for gender approach to HIV,
• Most strongly demonstrate commitment to build TG organizational gender capacity,
• Link TG groups to each other as a way to jointly share, strategize and build gender and HIV solidarity.

Here are some examples that can be funded, but not limited to:

• Organization of National Gender Academies with the adaptation of Eurasian Gender Academy curriculum and approaches. (for more information about Eurasian Gender Academy, please visit our site),
• Designing and conducting gender and HIV activities targeting the Sustainable Development Goals,
• Elaborating and conducting evidence-based gender assessments, analyzing, studies, researches with community, national and external team, experts and consultants involvement,
• Designing and implementing public events, companies, mass media, awards, social mobilization, advocacy on Gender and HIV,
• Organizing and conducing trainings, seminars, workshops, conferences, camps and other educational events, as well as elaboration and publication of informational and educational awareness raising materials on Gender and HIV,
• Developing TG led and based organizations’ Strategic Plan, Advocacy Plan and Financial Plan with gender-based approach,
• Reviewing and adapting national and local Strategies, Polices, Budgets, Curriculum on HIV and healthcare in terms of gender equality,
• Developing mechanisms, instruments, polices, competences and capacities in provision of the gender oriented, gender sensitive and gender transformative services,
• Organizations of the art and culture activities, festivals, exhibitions, film and video making aimed to promote gender equality in Public Health and HIV, etc.

EKPC will be able to provide technical support in conducting some trainings, i.e. adaptation and conduction of Eurasian Gender Academy model, developing gender inclusive institutional documents, i.e. Strategic Plan, Gender Policy, etc.

4. Eligibility

Each application received by this RfP2021 deadline will be screened by EKPC to ensure that it meets the defined eligibility criteria:

• EKPC issued this call for proposals for international, regional, national and local officially registered civil society organizations in Armenia, Belarus, Bosnia and Herzegovina, Georgia, Kazakhstan, Kyrgyzstan, Macedonia, Moldova, Montenegro, Romania, Russia, Serbia, Tajikistan, Ukraine and Uzbekistan.
• The minimum required sum should be 2000,-USD with the maximum being up to 4000,-USD. (IMPORTANT: The winners will be awarded up to 15000 USD above funding in addition for carrying out activities on " GENDER and COVID19". A separate budget will be asked ONLY from the finalists.)
• One organization can submit ONLY one proposal as the main applicant but can be partner in several projects.
• The project maximum duration can be 5 months or less starting in the 01 July 2021 and lasting until the 30 November 2021.
• Calibri 11 font size needs to be used with maximum page number for entire application being 20 pages.
• Applications need to be submitted in English or in Russian.
• Attachments other than the documents required will NOT be taken into consideration.

Applications that do not meet these criteria will not be considered eligible for further review and will NOT be sent a notification of this. With the aim to increase coverage with quality HIV interventions, EKPC will pay a special attention for policies and procedures on Corruption, Fraud and Mismanagement (CFM) and whistleblowing as well as Diversity Integrity in project and within applicant organizations.

5. Deadline and application procedure

Interested organizations should submit the following 2 documents 

• EKPC GRANTS NARRATIVE PROPOSAL FORM 2021 and
• EKPC GRANTS BUDGET PROPOSAL FORM 2021

The deadline for submission of an application is 31 May 2020 at 12:00 (noon) CET.

Applications received after this deadline will not be taken into consideration.
